   Yes, the clues are:   
      
   1) 999 is the emergency phone number in Britain;   
   2) knowing that, PC stands for Police Constable;   
   3) and the word "plod" means to tread heavily and slowly as if walking   
   through thick mud, the implication being that PC Plod thinks that way!
