   If I reinstate the "speaks" that you say was simply omitted,   
   the sentence turns into nonsense:   
      
     And he should not to speaks.   
      
   You  did not omit "speaks", but rather replaced "speak" with   
   "to", which is illogical because it vioaltes type safety.
