   Traditionally, with the exception of the Mail and File Client in FRAME MODE   
   ONLY, all the other clients had a Page Header "top bar" where the BBS name   
   and a LOGOUT, HOME and optionally HELP button are shown.  The top bar was   
   shown for Mail and File only in NON-FRAME mode.   
      
   For this update, the page header top bar was enhanced and an option added   
   to also show the "top bar" in a "Top Frame" for the Mail and File client   
   when in frame mode.   
      
   The Use Top Frame option is described in the Personal Property Skins option   
   allowing each user to decide if they want the top frame or not  for the   
   File and Message client when in frame mode.
