Perhaps, the problem is because some words are used without articles at all.
For instance, "You live in western Canada". But "part" always used with some
article. That's why "I live in the western part of Russia", but "I live in
western Russia."
Logically, "the" is excessive in "in the western part of..." It is all clear
without "the" - there is no false interpretation. The articles are supposed to
add clearness to the meaning. But if an article doesn't add any clearness....
