   I can imagine a teacher who confuses his student in this way. But the    
   sentence was taken from a book of English grammar tests. You are asked    
   to put the correct form of "sail" into the sentence, but you cannot add    
   any other words (you added "as we"), even if you think that the sentence    
   will sound cooler and more sexy. ;=)
