   geography & experience.

   All are possibilities.  OTOH, what he (whomsoever "he" was, of the three   
   programmers) wrote probably reflected their state of mind at that (whenever)   
   point in time.  I have a feeling that the documentation author had a   
   hacking/warez background but was constrained to write a formal document, and   
   let loose with a grunt of relief with just that singular string of text.  He   
   may have also had a flash of reality, having come to imagine how much of a   
   wide audience he may be writing for, or, to; he may have been talking to   
   himself.   
      
   (Note to self: don't use STRACE. =:)
