   Fixed but cannot see why it happened as all the others worked as normal.   
      
   Fixed bug with PDNECHO in BACKBONE.RPT reporting migration - warnings flag was   
   set and should not have been, code fixed as warnings test not present but is   
   now. Basically group of tests not in best order so this should fix it.
