   First, I'll use the echolist, if the echo is listed,   
   otherwise, what we'd usually call "common knowledge' such as ROy Witt's   
   moderation of ham, automotive, etc.  Obviously   
   Roy doesn't use the echolist.  This is oen reason I suggest   
   public posts requesting access, especially from unknowns, so that somebody who   
   might know the requester can vouch for   
   them.
