This is the response I received from John:

Yes, I have seen this issue. It has to do with changes in Windows to
deal with security. But I run TWGS on Windows 10 without this issue.
The main fix seems to be to make sure that TWGS has full administrative
rights. This is the key to whether or not it can write permanent
   registry entries.

For a future fix, I am planning a new TWGS version that will remove all
dependence on the registry. I will instead implement it so that it
doesn't require an install, you can just save it into a directory and
run it and it will be fully self-contained. That will hopefully
future-proof it against these kinds of Windows changes moving forward.
I'm not sure when I'll be able to put out a new version, however, as I'm
   very busy with other projects.
