   Yes it does. It has been a moderator's code of operation for at least two   
   decades, that no one be provoked in one echo for what they do or say in   
   another. PB was, much before your time in Fido, leaning much more in that   
   practice than you've ever been.

   In this day and age, what once was is no longer the norm. i.e. it is one   
   thing to attempt to block a sysop from entering any echo unimpeded than it   
   has ever been. I have so many sources for echomail, I can enter your echo   
   at will, no matter what you may think.
