    That plus the Japanese were grateful to Jewish bankers for helping them in   
    the Russo/Japanese war, to other Jews who provided Intel. After all, a   
    great many Jews had no love for Russia, esp after the Pogroms.   
      
    They also hoped for more aid from Jewis financiers. It seems they bought   
    into the Jewish financier story rather deeply.   
      
    Plus, they probably didn't much care to make the effort.
