   Rand Paul is a kook.  A right-wing radical kook.  But he is right   
   on this issue.  Philip K. Dick would have had a field day writing   
   a warped-out science fiction novel based on this.  Dick was crazy,   
   and far weirder than Paul, wanting to have sex with sheep.  Or was
