   One factor may be all the investigation that follows when a cop shoots someone.   
   First thing is they're slapped behind a desk, if not sent home.  Then IA gets   
   in the mess, maybe legal stuff as well.   
      
   That said, at times I think our cops shoot way too fast.  Yesterday, thinking   
   this rouge cop was here they shot at a couple of cars - wounding some lady.   
   (Not the bad guy, BTW) so you know that's gonna be a big case and probably big
