   Agreed. The trouble with some of these folks is they really aren't all   
   together together, unlike the drunk driver who   
   just can't seem to gather the cojones to be responsible.   
   Not just is the current mental health system harmful to   
   otherwise law abiding average folks, but others who need   
   supervision and ongoing treatment are not equipped to look   
   out for themselves, and they become victims too.   
      
   I remember watching a guy trade a perfectly good running   
   automobile for a sweatshirt and a dollar bill at this same   
   mission. i would say that more of the people the   
   institutions   
   dumped on us were victims than victimizers. Usually the   
   powers that be at those institutions didn't send the violent ones back to us,   
   but the others they did send to us were not equipped to look out for   
   themselves. The drunks and   
   druggies preyed on them, as well as the others from the   
   mental institutions who were considered ready to resume life outside.   
      
      
   But, this creature who shot up a school, we'd be better off   
   setting him up an appointment with old sparky or something.
