   	The Department of Homeland Security is preparing for it, why    
   shouldn't we?  Hope for the best but always plan for the worst.  What if    
   the government needs to be held in check?  The erosion of civil liberties    
   and abuse of authority without any accountability by law enforcement alone    
   is a reason to believe that there should be a balance of power.  It's like    
   a mini cold war, with some of the crap they're trying to put through    
   congress.
