   Ronald Reagan proved that debt doesn't matter.  George W. Bush   
   proved that debt can be increased indefinitely, without ever raising   
   taxes.  Reagan at least raised taxes - 11 times - in a vain effort   
   to reign in spending.  But we all know that the Congress does not   
   spend money.  The Congress allocates funds.  That's all.  I mean,   
   you don't expect those congresscritters to spend *their* money,   
   do you?   
      
   You see, the way to succeed in life is to spend money.  Preferably   
   other people's money.  If nobody spent money, there could be no   
   progress.  So we hire folks to spend our money for us.  Only they   
   never spend money.  They allocate funds provided to them so that   
   we can all enjoy the benefits.   
      
   See how that works?  Gosh, I'm a genius.  But please do not elect   
   me to any political office.  I don't want your money.  I don't want   
   anybody else's money, either.  Better to let them congresscritters   
   spend it for us.  What do you think?  Is that a good idea, or what?
