   State legislatures decide how such elections are to be held.   
   Consider what would have happened had GWB not gotten his way with   
   the US Supreme Court.  GWB's brother Jeb was fully prepared to have   
   his state secretary of state (Katherine Harris) refuse to certify   
   the Florida election results, with some lame excuse (such as the   
   question pertaining to how many votes cast were valid), thus allowing   
   the Republican-controlled state legislature to award all of its   
   electoral votes to GWB.   
      
   Yes, people have a Constitutional right to vote.  However, what   
   elections people are allowed to vote on is quite another matter.
