GWB's brother Jeb was fully prepared to have       his state secretary of state (Katherine Harris) refuse to certify       the Florida election results, with some lame excuse (such as the       question pertaining to how many votes cast were valid), thus allowing       the Republican-controlled state legislature to award all of its       electoral votes to GWB.              Yes, people have a Constitutional right to vote.
