The weight falls on the small business       owners who, unlike Darden can't afford to manipulate       schedules of employees, and can't afford the administrative       overhead in the fines if they violate the law, etc.              Employer provided health care was a doable thing in the       period post ww ii when there was less competition from       foreign factories and most of us consumed American made       products. Mandates for employer provided health care just       don't work now however. OFten small businesses can't retain the best people,       because they can't afford to provide them       health care benefits.
