   In Presidential Election 2000 only the votes of the justices   
   of the US Supreme Court mattered.  The national popular vote   
   and the electoral college did not mean anything.  As such, it   
   was the closest election in US history, with George W. Bush   
   being declared the "winner" by one vote, 5-4.  :)
