    insurance from the private sector. The "plan" is just a way to

    Agents are the ones who call on you to collect, or conduct face   
    to face audits. And the ones who are LEOs, and carry guns, are   
    Special Agents, not just agents.   
      
    The more accurate estimate is about 5,000 employees, few of whom   
    will be agents of any kind. Most will be clerks and analysts and   
    accountants and their work is likely to be mostly processing tax   
    credits for small businesses.
