    Yep, I wasn't clear.   
   As I "slow down" I am accepting fewer projects so now I have only one person,   
   (but it works for more and as long as you have no more than ten people, is   
   legal). who has been working with me 15+ year. He has a city business license,   
   cost 50 buck. Because he has a BL I pay him  an agreed upon wage for every   
   hour he works.   
      
   That BL also allows him deduct a whole bunch of stuff on his taxes and allows   
   him to work for others (contract out his services) with out fear of being   
   ticketed for working with out a BL.   
      
   It's an arrangement that is beneficial to, and works for both of us. It's   
   legal under GA law.   
   So what's your problem with it?
