   Sounds more like civil service than a union. I worked in state gummint for 9   
   years (ran a print shop for the Illinois Department of Agriculture) and found   
   that there are about 5 to 8 percent of the civil-service protected employees   
   who give the rest a bad name. Most of the people I worked with were qualified,   
   reasonably competent, and good employees interested in doing a good job. But,   
   there were those who "knew someone" or were politically connected ... and those   
   were the ones who gave civil servants a bad name.   
      
   When you got into middle and upper-middle management is where you got the   
   "bureaucratic syndrome" in full bloom. That is, Always take the credit, NEVER,   
   EVER accept the blame, and cover your ass at all times.
