I worked in state gummint for 9       years (ran a print shop for the Illinois Department of Agriculture) and found       that there are about 5 to 8 percent of the civil-service protected employees       who give the rest a bad name. Most of the people I worked with were qualified,       reasonably competent, and good employees interested in doing a good job. But,       there were those who "knew someone" or were politically connected ... and those       were the ones who gave civil servants a bad name.              When you got into middle and upper-middle management is where you got the       "bureaucratic syndrome" in full bloom. That is, Always take the credit, NEVER,       EVER accept the blame, and cover your ass at all times.              ...
