Seizing property       MM> to recover costs would be one way to do this.              YEah, there's the problem of government incompetence, which       we've got quite enough now, but, remember that property       seizures are only for folks involved in so-called crimes of       a consensual nature, such as the guy growing some weed under grow lights in       his basement. Then we seize property.       Protecting dogs and cats, low on the priority ladder.
