    Yup. That is also the pattern for most national health care   
    systems in the industrialized countries. Which is why I   
    supported it over single payer. However, I forgot, most other   
    countries don't get hung up over individual objections, so don't   
    have to worry about exemptions. Which makes single payer more   
    attractive.
