   From the report I saw the problem now is doing something about those old   
   closed cases.  Apparently, for whatever reason, there are too many fugitives   
   from old justice and the normal Rochester police force cannot handle it   
   bugetwise so the Feds are taking up the slack by supplying deputies to hunt   
   these fugitives from old justice down.  They didn't really say why there are   
   so many fugitives but apparently there are.

   That sounds normal.  The report was different but to overcome jurisdictional   
   problems they are deputizing federal agents so that they can pick up the   
   slack.  The bottomline appeared to me to be that justice was never served when   
   it was being served.  All the administrative etc. end of things did their job   
   but the actual penalization part seems to have gotten forgotten about for   
   whatever reason.  I am guessing there isn't proper facilties and staff to deal   
   with the actual physical part of justice.
