   Hm.  Perhaps one that care more about quantity then quality, or ones that   
   realized that they don't have absolute control, which perhaps they shouldn't   
   in the context of a network distribution system.  Without knowing for sure, I   
   could guesstimate many scenerios for why anything is the way it is, or appears   
   to be a certain way.
