   There's nothing like non-discloser to provide one with a sense    
   of confidence.

   Their bias has already been set by the system.  Your questioning

   Some foster parents do the same.  They provide minimall for their    
   charges and just milk the system.

   It opens your eyes rather rudely, doesn't it.

   The main problem is the set formula that is used.  Everthing is    
   pre-scripted.  Variations from rote bring, as you've seen,    
   bring distainful reactions from the bureaucracy.
