Beat in sugar        on medium speed until smooth, 1-2 minutes. Beat in eggs,        one at a time, until fluffy, 2-3 minutes. Stir in        vanilla extract until incorporated.                In a small bowl, whisk together flour, baking powder and        salt. Add dry ingredients to bowl until just combined.        Transfer batter to a greased 13" X 9" baking dish.                Bake until a toothpick inserted into the center comes        out clean, 25-30 minutes. Sprinkle mini marshmallows        evenly over cake. Return pan to the oven; let sit 2-3        minutes (with oven off) until marshmallows have melted.        Let cool completely.                Meanwhile, in a large bowl, beat softened butter and        cocoa over medium-high speed until smooth, 2-3 minutes.        Slowly add confectioners' sugar, beating over medium-low        speed. Beat in milk; whisk until fluffy, 2-3 minutes.        Spread frosting carefully over marshmallow layer.
