Add        tomatoes, cut sides down. Brush fish with lemon juice;        sprinkle with lemon zest. Sprinkle fish and vegetables        with Romano cheese. Bake until fish just begins to flake        easily with a fork, about 12 minutes.                Remove pan from oven; preheat broiler.
