   Per my experience crossing the border to and from Canada in 2017, it would   
   be the USA that most likely counts the cars crossing the border from   
   Canada, and vise-versa.   
      
   Going into Canada at Grand Portage/Pigeon River, I didn't encounter any US   
   agents.  Coming out of Canada, at Sarnia/Port Huron, I didn't encounter any   
   Canadian agents.
