   I think we in the USA could learn a lesson from this experiment.   
      
   What I said about businesses in a previous message doesn't always apply to   
   government.  If a politician, or group of them, can figure out how to line   
   their own pockets, an idea doesn't have to make good business or government   
   sense to find its way into practice.
