   I know I said "you're right that it should be based on income" but what you're   
   saying now makes even more sense. It should be based on a bunch of other   
   factors, like how likely they are to show up for court, how likely they are to   
   re-offend, etc. Because life is not all about doing what's best for poor   
   people. (I should explain it like that to my state rep.)
