   There have been several fly-by-night type providers that have popped up   
   since states starting moving to control adult content, so I am guessing   
   such a list would no longer be accurate the moment it was published.

   I am with you, it is very fishy.  Just pointing out that they are using a   
   fact to try to discourage people from using VPN at all.  My suggestion   
   would be to do good research before choosing one, and be very leary of any   
   "free" services.
