   I don't know the answers to these questions, which is why this is also what   
   bothers me about it.  Knowing "IT Professionals" as I do, my guess would be   
   it is being stored in the most lazy/cheap way possible in order to be barely   
   compliant, which means it is only a matter of time before it is leaked.   
      
   Also, knowing government as I do, they realize that this doubt will be a   
   deterant, causing many to stop whatever behavior it is that they are trying   
   to control.
