Will it make them want to succeed or       just produce a well fed new batch of criminals?              It's not this way anymore but, at one time in Canada, they made a       point of not putting all the poor people on welfare in the same       area, they would pay more and mix them with middle class people       in the hopes that the often single mothers with children would       grow up looking for something better.
