An armed populace is the greatest insurance against tyrany.              In 1543 the first Westerners arrived in Japan, bearing guns.       By 1575, guns had replaced swords among the Japanese, including       most of the samurai. But after 1637, the Japanese stopped using       guns, on order of the Shogun (wanting to keep their heads, the       Japanese wisely gave up their guns). And for the next 200+ years,       no guns were used or allowed. It was not until Commodore Perry       arrived that put guns back into the lives of the Japanese.              The Shogun had found out, the hard way, that arming a population       with guns was a terrible idea. The population, even armed with guns,       did nothing to protect the Shogun from white men armed with guns.       As such, the Shogun did the only sensible thing he could. Can't       really blame him.
