   Da Rulz. What are Da Rulz? Somebody once asked me dat.   
   I dunno why. Having misplaced Da Rulz many years ago, I   
   told da chap dat when I find dem, if I find dem, I would   
   post dem. And now, years later, after searching far and   
   wide, across the vast universe (and even the underverse),   
   I have finally found Da Rulz. So what are dey? Only   
   two rulz exist in da hole universe (and underverse).   
   Imagine dat. Only two rulz - Dis and Dat. Translated   
   into language every Earthling can understand -   
      
   Dere are two Rulz of CONSPRCY. Dey are -   
      
   1. Dere are no Rules.   
      
   2. See Rule number 1.   
      
   If anyone ever tells you that there is an OffTop message   
   or a definite method for being Off the Top, then that person   
   does *not* know about Da Rulz. As such, just assume dat   
   he/she does not know whatever he/she is talking about.   
      
   Note - P4 lists two rules, but those two rules are far different   
   than the rules of this echo, as P4 requires *both* parties to be   
   banned (the annoyed and the annoyer). As such, P4 cannot be made   
   applicable in any echo, as enforcement of said rules would require   
   the Moderator(s) to abandon the echo(s) they moderate.
