Installed Virtualbox.

In the "Virtual machine Name and Operating System" window I entered:

Name: OpenVMS
Folder: /home/vaxman/Virtualbox VMs
ISO Image: /home/vaxman/OpenVMS/X860923OE.ISO
Type: Other
Version: Other/Unknown

I get:

OS type cannnot be determined from the selected ISO, the guest OS will
need to be installed manually.

Now, if only I could find manual installation instructions... :(
