   Ok.. I read the article.  Yes.. I see. It's more like someone else   
   high-jacking one's technology and adapting it for another purpose - telling   
   you how you're supposed to apply it.  But sadly, when gov't is involved those   
   new purposes can delve into the realm of new policy and law.
