We have fairly regular       water and electricity outages. repairs to the electricity has gotten a lot       better, but water outages are a lot more ... random.              This puzzled me for about the first six months that I lived here, until one of       the local guys that I had befriended took the time to explain it.        it turns out that the water system has a main poi t where the pumps etc are       and this place is locked. There is one local guy with a key. most often the       problem is simply to go and ip a switch because a breaker has tripped or       something similar.
