   The size of the PCB is largely irrelevant and largely dictated by what   
   is needed to be put on it (or be externally accessible, e.g. buttons on   
   Freeze Frame cartridges) ... as long as the cartridge's connector is   
   the correct type and has enough depth to plug into the computer AND it   
   avoids blocking other ports (remembering to include the plastic casing   
   on the cartridge itself in such design / measurements).   
      
   C64 cartridges used to come a small variety of sizes, although there   
   was a semi-standard that many companies used which I don't know the   
   measurements for. Of course the actual PCB inside varied as well even   
   inside the semi-standard casings.
