   Hello, Charles and first maybe the grammar police have to weigh in.  Did   
   you really mean "...is not getting power TO the expansion port"?  What   
   did you mean by "loads and runs perfectly from the serial port"?  That   
   doesn't seem to make sense.  Do you mean that the correct DC voltage is   
   observed on the appropriate serial port pins?  The voltage is either   
   absent or at the incorrect level at the expansion port pin(s) per your   
   description.  You need to check the C-128 schematic and trace this back   
   to the DC power input plug to the 128. Could be a failed regulator.  I   
   don't own a 128 or have the schematic for same so I can't provide
