   Not really.  Vaccinations of various kinds are often   
   prerequisites for participation in civil society; for   
   instance, many schools require proof of vaccination   
   for children to be admitted.

   Well, I don't _know_ since I'm not the person who made   
   the policy, but my suspicion is that it has something   
   to do with being in the middle of a global pandemic that   
   has killed millions of people worldwide, and vaccination   
   is the safest, most effective way to end the thing, so   
   its being encouraged wherever it can be.  Particularly   
   in this environment where misinformation and outright   
   lies are keeping so many from getting the jab.   
      
   But that's just a guess.

   Sure.  And some people have specific forms of immune   
   compromise that prevent them from getting many vaccines   
   (for example, perhaps they are recovering from a stem   
   cell transplant to address cancer and have no immune   
   system to speak of).  There are likely carve-outs for   
   such cases (and there should be).  That's one reason it   
   is so important to get everyone who _can_ be vaccinated   
   vaccinated as quickly as possible.
