My sister-in-law is actually French from Quebec       but has lived in Ontario for 50 years. Obviously she is fluent in English       but even after all this time she still has a pretty strong French accent.              As far as protecting their language in Quebec, there is some merit to that       as everyone would slowly just use English more and more since it is the       language of 'money' and known by more from other countries as a second       language than any other language I'd think.
