   When jamnntpd starts I have it record it's PID in /var/run.  When a new   
   user is added, the users.dat file's timestamp chages.  I have a script that   
   checks the timestamp of the users.dat file every hour, if the timestamp is   
   new then it kills the pid and restarts jamnntpd.
