   Hmm... I think this is a LAN based network connection limitation. IE: how many   
   other "workstations" can access your file shares at one time. I don't believe    
   this has anything with do with the tcp/ip stack limiting incoming/outgoing    
   connections to 10.   
      
   If it did, some torrentors may have complained by now. Some swarms have over    
   20+ connections when you join up.
