There is very little common code between       XP and 2003. Windows 7 and server 2008 code is much mores similar, and can       even use same Service Packs.              The server code is optimized for server purposes, which make it more suitable       for just that.. Especally when it comes to networking. Running a BBS system       with Windows XP limits the number of simultanious connections.
