   The license of the software in use is not relevant. I can use a highly   
   commercial licensed product for my personal household, if I decide to do so. If   
    the BBS is run by an organisation/company, GDPR is applicable. Then that   
   company/organisation will have to document the handling of PII. If they deem   
   that the product they use is not capable of satisfying their requirements, then   
    they could decide to drop it, or request modifications to it, to be able to   
   comply with their requirements.    
      
   The EU GDPR reguslation is just that, a regulation. A piece of software cannot   
   be "GDPR compliant". It is what PII data you collect, why and how you process   
   it, that is the focus in GDPR.
