   Without more detail your issue seems to point to the impossibility to bind any   
   process less than 1024 with a non-root user.   
      
   Try to start telnet using a port over 1024 and let us know.   
      
   If bbbsd starts, then you can check Serverfault[1], or do some search on [the   
   web search engine of your preference].
