   According to Tom, all of those before 1975 are exempt from inspection.   
      
   They still have to maintain any emissions equipment that came with them.   
   If they've changed the engine, according to CARB, that engine must be of a   
   newer model year and must be equiped with emissions equipment for that   
   year.

   What if a problem arises that can't be detected without the CEL being off   
   first? Overheating, no oil pressure, etc.? They'd be up a creek without a
